I know a guy that has a keg he is willing to sell me for $30 (the deposit). Is this a good price or can they be had cheaper? And has anyone/does anyone have the stuff to cut the top off?

We have my angle grinder at the the brew space. We just need to make the jig so we can cut the tops off.
if you are eager to get it done, go for it. but a lot of times you can find em free for whatever reason. i know i scored one free. i think another might have been free as well. maybe put an ad on craigslist asking if anyone needs theirs gone - for free or for a small price like $10
